Many factors have contributed to this decline, including: impeded passage at dams and diversions, altered management of water flows and dewatering of stream reaches, dredging, chemical poisoning, poor ocean conditions, degraded water quality, disease, over-utilization, introduction and the establishment of non-native fishes, predation, and stream and floodplain degradation (Luzier et al 2009). Mitigation and restoration actions focused on habitat restoration of salmonid species within tributary habitats may also have contributed to this decline as they may not have considered needs unique to lampreys. 
Pacific lampreys are important for many reasons: They have high cultural significance to Native American tribes from California to Alaska and; May have served as a primary food source for aquatic, mammal, and avian predators that also prey on ESA-listed salmonids and other recreational and commercially important fish species. In July, 2008 the four treaty tribes within the Columbia River basin (Umatilla, Warm Springs, Nez Perce, and Yakama Nation) released a draft of the Tribal Pacific Lamprey Restoration Plan for the Columbia River Basin (CRITFC 2008). This plan described an explicit and time-sensitive path over the next ten years for implementing conservation actions in both the mainstem Columbia/Snake Rivers and associated tributary rivers and streams. The ultimate goal of the plan is to restore Pacific lamprey populations to levels supportive of their unique cultural and ecosystem values. 
In 2004 and 2008, the treaty tribes held Summits that included the executives from federal agencies who have authority and/or legal obligations for managing fish and aquatic habitats within the basin. At these Summits, tribal leaders communicated the urgency to begin implementing protective measures and restoration of Pacific lampreys using their authorities and funding. The executives agreed to implement the Tribal Plan and various agency actions are currently underway, including incorporation of the Tribal Plan into the U.S. Fish and Wildlife Service’s Range wide Conservation Plan for Pacific Lampreys. For aquatic restoration actions on federally-managed lands, the primary emphasis is to improve tributary habitat for salmonids. While these aquatic strategies are consistent with meeting the needs of Pacific lamprey, changes made to a project for protection of salmon or other ESA- listed aquatic species should 
incorporate additional adjustments to prevent direct adverse effects to individual lampreys or populations of Pacific lamprey residing in the affected areas. Consequently, with few exceptions, very little is known of their status or population trends. Eulachon are one of several species of smelts (Osmeridae) that occur off the coast of California. Their spawning migration takes them further into freshwater inlets than any other smelt within their range. They are prized by many tribes of the Pacific Northwest for their taste, and have been tied to tribal culture for centuries. Pacific lamprey are also harvested and considered a delicacy by tribes of the Pacific Northwest; however, lamprey migrate further up rivers and tributaries to spawn than do eulachon, often utilizing habitat hundreds of miles inland from the ocean (Scott and Crossman1973).
On the Klamath River of northwest California (Fig.  L),eulachon and Pacific lamprey are of great importance to the Yurok Tribe but runs have diminished in the past few decades and no efforts have been made to determine factors contributing to apparent declines. Eulachon have apparently disappeared in the Klamath River and other nearby coastal drainages -- only a handful of fish have been witnessed since 1988 (CDFG unpublished data 1988-89, YTFP 1998). Pacific lamprey have exhibited a more gradual decline but little quantitative evidence is available. For many years, lamprey were considered pests, and there are anecdotal accounts of active efforts to eradicate this species in the upper reaches of the river near the dams by poisoning. Concern over the apparent declines in these two species has prompted the Yurok Tribal Fisheries Program to prepare this report. The objective of this report is to present summarized information and data relevant to the status of eulachon and Pacific lamprey populations of north coastal stocks with emphasis on the Klamath River. Widespread anecdotal accounts of declining spawning populations and reduced geographical 
distribution across much of the species’range have been supported by data showing a substantial decrease in the number of migrating lampreys counted at dams (Moser and Close 2003, Nawa 2003, Moyle et al. 2009, Luzier et al. 2011). Available evidence suggests that the species has declined substantially in the Eel River (Stillwater Sciences 2010), which was known to the Wiyot 
people as Wiya’t, meaning abundance. The river received its English name due to the fact that it once contained large numbers of Pacific lampreys, commonly referred to as eels or gou’daw in Wiyot. The root causes of lamprey decline in the Eel River basin are unknown, but are likely driven in large part by habitat destruction associated with past and ongoing land use. Intensive logging, 
grazing, road-building, railroad construction, and channelization in the basin in the early 1900s,followed by the massive floods of 1955 and 1964 in a naturally erosive basin, have had detrimental effects on lamprey habitat due to aggradation of stream channels, loss of riparian vegetation, reduced supply of large wood and loss of associated low velocity habitats, and overall reduction in habitat complexity (NMFS 2002, Stillwater Sciences 2010). Many streams are still recovering from these floods and associated landslides. Migration barriers have also contributed to lamprey population decline by blocking access to spawning and rearing habitat. Numerous road crossings impede lamprey migration in tributaries and the Potter Valley Project blocks access to large areas of suitable habitat in the upper mainstem Eel River (Stillwater Sciences 2014). Water storage and diversion from the Potter Valley project result in altered hydrology of the upper basin, likely affecting lamprey migration and survival. More recently, hundreds if not thousands of water diversions have been created in association with intensive marijuana cultivation in large parts of the basin. These water withdrawals can degrade lamprey habitat particularly in drought years by drying up reaches of smaller streams, decreasing summer flows, and increasing water temperatures. Sedimentation of stream channels related to widespread clear-cutting and road construction, as well as fertilizer and pesticide run-off from marijuana cultivation may also have detrimental impacts. Finally, introduction of the non-native Sacramento pikeminnow (Ptychocheilus grandis) and other invasive predators has likely played a role in the decline of lamprey populations. The primary threat responsible for extirpations was large impassible dams, which excluded migrating adults from access to high quality spawning and rearing habitat in the foothills and higher elevations. In southern California, recent surveys and review of available information also indicate that no viable populations of Pacific Lamprey currently occupy drainages south of the Big Sur River on the central coast. Some populations have been lost due to drainage-specific threats, however, there is also evidence for a general northward range contraction, perhaps caused by regional metapopulation dynamics. Most of the remaining occupied California watersheds are rated at ‘imperiled’ or 'vulnerable' in the NatureServe rankings. This result suggests both the urgency for action and opportunities for recovery with implementation of appropriate conservation measures. The principal threats affecting many populations include passage barriers (mainstem and tributary), dewatering or flow management, and water quality/habitat issues associated with high water temperatures, low flow and nutrient loading. Additional threats, generally low to moderate in scope or severity, included stream habitat degradation, possible predation (varying by sub-region), and small population effects in the south. Ongoing actions such as distribution and habitat surveys, barrier removals, fish screening, and habitat restoration projects are assisting Pacific Lamprey restoration in all sub-regions. However, due to a focus on salmonid conservation in the region, 
there is a general lack of awareness or consideration for lamprey requirements in many projects, which can and has led to unintentional adverse effects. Next steps? In the next stage of this project, we will use the combined results of the viability 
and threats assessments, as well as ongoing conservation measures, and discussions with stakeholders to develop a regional and watershed-based implementation plan to guide future conservation efforts and implementation projects that we believe should reduce risks to Pacific Lamprey, thereby promoting the conservation of the species range-wide. Locally referred to as eels, Pacific lamprey were once a key food resource for the Wiyot people and many other tribes throughout the Pacific Northwest and are still regarded as an important food source and indicator of ecosystem health by many tribal members and biologists (e.g., Close et al. 2002, Close et al. 2004, Petersen Lewis 2009). By most accounts, the population in the Eel River, as in most other California streams, appears to be have undergone a substantial decline; yet very little effort has been made to study or monitor it (Nawa 2003, Moyle et al. 2009). In addition to the near loss of this important food source, the decline of Pacific lampreys in the Eel River has likely disrupted natural food webs, predator-prey dynamics, nutrient cycles, and other ecosystem functions. This report summarizes available information on the species in the Eel River basin, including that from 
local biologists and tribal members, in order to provide the Wiyot Tribe and other stakeholders in the basin with an enhanced understanding of Pacific lamprey life history, distribution, changes in abundance, and causes of their decline. This is critical first step towards understanding factors limiting lamprey populations in the basin, identifying key information gaps, designing research
